Background and Context:
The PROSPECTS Partnership (Partnership for Improving Prospects for Host Communities and Forcibly Displaced Persons) was launched in 2019 by the Government of the Kingdom of the Netherlands. The partnership brings together the International Labour Organization (ILO), the International Finance Corporation (IFC), UNHCR, UNICEF, and the World Bank to deliver complementary interventions in education, skills development, employment, and protection.
PROSPECTS is implemented across eight countries—Egypt, Ethiopia, Iraq, Jordan, Kenya, Lebanon, Sudan, and Uganda. The current Phase II of the partnership covers the period 2024–2027.
Iraq has experienced decades of conflict, instability, and governance challenges that have significantly weakened infrastructure, institutional capacity, and social cohesion. Despite ongoing reconstruction and stabilization efforts, substantial development needs remain, particularly among refugees, internally displaced persons (IDPs), and vulnerable host communities living in remote and underserved areas with limited access to quality public services.
Within this context, PROSPECTS supports the implementation of the Employment-Intensive Investment Programme (EIIP) in Duhok Governorate, using the EIIP approach to create decent employment opportunities while rehabilitating and improving community infrastructure through labour-based, local resource-driven approaches.
Under PROSPECTS Phase I, EIIP interventions implemented in Duhok and Nineveh Governorates generated more than 46,000 working days while integrating decent work principles into infrastructure development. Between 2021 and 2025, EIIP activities in Duhok focused primarily on green infrastructure interventions, including the rehabilitation of irrigation systems, land restoration, afforestation, and solid waste recycling. These initiatives contributed to environmental sustainability, climate change mitigation, and improved livelihood opportunities for refugees, IDPs, and host communities.

Building on these achievements, the ILO developed the National EIIP Guidelines, which provide the technical and operational framework for supporting the Government of Iraq in scaling up a National Public Works Programme (NPWP). Under PROSPECTS Phase II, the ILO will support the pilot implementation of the NPWP in the Kurdistan Region of Iraq using the EIIP approach. The pilot aims to strengthen institutional and technical capacities, promote climate-resilient and environmentally sustainable infrastructure, and generate short-term decent employment opportunities for vulnerable populations, contributing to Iraq’s broader socio-economic recovery and resilience.

Purpose of the Assignment:
The purpose of this assignment is to engage a qualified service provider to organize and manage all logistical arrangements for the Launch of the Employment-Intensive Investment Programme (EIIP) Guidelines: A Pathway to Scaling Up the National Public Works Programme in Iraq, to be held in Erbil on 9–10 September 2026.
The selected service provider will be responsible for planning and coordinating all event logistics, including, but not limited to:
• Venue arrangements;
• Accommodation for participants;
• Transportation services;
• Catering and refreshments;
• Conference equipment and audio-visual services;
• Printing and branding materials;
• Event signage and visibility items;
• Registration and participant management; and
• All other logistical requirements specified in the scope of services and the table below.
The event aims to officially launch the National EIIP Guidelines, which were developed by an international consultant to support the Government of Iraq in scaling up the National Public Works Programme using the EIIP approach.
The workshop will bring together representatives from the Federal Government of Iraq, the Kurdistan Regional Government (KRG), relevant ministries, governorates, technical directorates, development partners, and other key stakeholders.
The specific objectives of the event are to:
1. Present the National EIIP Guidelines and introduce the methodology, principles, and development process.
2. Collect technical feedback, comments, and recommendations from government institutions and key stakeholders to ensure the guidelines are practical, applicable, and aligned with national priorities.
3. Strengthen government ownership and institutional commitment to adopting and implementing the EIIP Guidelines as the foundation for scaling up the National Public Works Programme in Iraq.
4. Promote dialogue and coordination among national and regional stakeholders on labour-based public works and employment-intensive infrastructure development.
5. Enhance the capacities and understanding of participating institutions regarding the application of EIIP principles within future National Public Works Programme interventions.

Description:
The room should have bright/sufficient lightning. A few windows are allowed. Conditions that must be met in the hall:

Payment
According to the ILO policy, the payments of services are performed 30 days after receipt of service.
The payment schedule will consist of a single payment, issued after the completion of the service and upon receipt of the invoice and required documents from the supplier, in line with ILO’s satisfaction with the service.
Means of payment: the payment will be paid via wire transfer to the designated bank account of the supplier.
Important Notes:
The supplier will be billed to ILO based on the actual number of participants and service.
